Letter from the Chairperson of the Constitutional Commission

The Constitutional Commission of the Republic of Kosovo has finalized its work and formally approved the Proposed Constitution of the Republic of Kosovo and submitted it to the President of the Republic of Kosovo during a ceremony organized especially for this purpose. The President of the Republic of Kosovo will soon present the Proposed Constitution to the Assembly of Kosovo for its approval.

The Constitutional Commission worked for over a year in preparing a Draft Constitution that reflects the will of the people of Kosovo and our institutions’ commitment to build a democratic country guided by best international principles and standards.

To ensure that the Draft Constitution of the Republic is consistent with the will of citizens of Kosovo, the Constitutional Commission made public the Draft Constitution of Kosovo on 17 February 2008 and engaged in a process of public consultation and discussion with the people of Kosovo. Over a thousand comments were submitted to the Constitutional Commission as a result of the process of involvement of the public and interest groups. The Commission organized and reviewed every comment submitted by the citizens of Kosovo and interested organizations. Many comments have been incorporated in the Constitution further transforming it into a document that reflects the determination of the people of the Republic of Kosovo to build a future Kosovo as a free, democratic and peace-loving country.

On behalf of the Constitutional Commission of the Republic of Kosovo, I would like to express our deepest gratitude to all the people of the Republic of Kosovo that participated in public meetings, roundtable events and have submitted comments by mail, email and the website.

These comments have truly helped the Commission further improve the content of the Draft Constitution. The Commission would also like to express its appreciation to the many organizations that formally submitted comments to the Constitutional Commission for review including the Academy of Arts and Sciences of Kosovo, the Kosovo Judicial Council, the Kosovo Judicial Institute, the Ombudsperson, Kosovo Association of Municipalities, the Kosovo Women’s Network, the Coalition “Equal Opportunities”, the Kosovar Association of the Deaf, the Kosovo Catholic Church, the Islamic Community of Kosovo, the Protestant Evangelical Church of Kosova, the Confederation of the Free Trade Unions of Kosovo, Union of the Independent Trade Unions of Kosova, KDTP from Prizren, Riinvest, KIPRED, the Independent Media Commission, the Energy Regulatory Office, Kosovo Agency for the Medicinal Products, the Office for Good Governance, Ministry of Environment and Spatial Planning, the Legal Department of the Ministry of Internal Affairs, Amnesty International, Mental Disability Rights International, the International Committee of the Red Cross, “Romano Them”, PAi, and the Human Rights Watch.

Finally, we thank everyone that has supported the Constitutional Commission throughout the whole process – for your patience, for your understanding, and most of all for your contribution.  This collective effort has given birth to the Constitution of the newest country in the World.

The approval of the Constitution of the Republic of Kosovo is an important step towards building a country of which we will all be proud.
